Dr Emmanuel K. Larbi Mantey 
Dr Emmanuel K. Larbi Mantey is the General Secretary to Centre for Professional Development, Training and Education (CPDTE) and the Programmes Director to the Inspiring Schools Programme, a parnership programme between CPDTE and Inspiring Teachers (UK). He also serves as the Dean of Quality Assurance at OLA College of Education Cape Coast. He holds a Doctor of Philosophy and Master of a Philosophy Degrees in Special Education. 
He facilitates courses in Educating Individuals with Diverse Learning Needs, General Curriculum Studies, Principles and General Methods of Teaching, Introduction to Research Methods in Education and Assessment in Basic Schools, Curricullum Planning and Instructional programming in Early Childhood Education, Contempory Issues in Early Childhood Education as well as Contemporary Issues in Early Childhood Education in OLA College. He facilitates similar courses of the Sandwich Programme where he lectures in Psychology and Education of the Exceptional individual and Psychology of Learning for the Instutute of Educational Development and Research, University of Cape Coast.
He has thirty five years teaching experience, fifteen of which has been in Colleges of Education/Teacher Training and the rest as a Basic School Teacher (both Primary and Junior High). He loves to serve today’s generation, including persons with disabilities, by helping all to achieve their potentials with his education and professional experiences.
Dr Mantey attaches serious attention to his profession and works assiduously. A mentor and role model for students who he lectures at all level. Aside his lecturing at the College of Education, he is also a part time Lecturer for the Institute of Education, University of Cape Coast for their Sandwich programmes, 
He was the Director for the Services and Advocacy for Persons with Intellectual Disabilities (SAPID), a non-governmental organization that advocates for persons with intellectual disabilities. He holds various positions in various courts of the Presbyterian Church of Ghana. He is currently the Cape Coast District Chairperson for Development and Social Services, immediate past Senior Presbyter of the Bethel Congregation, OLA Estates and very committed to his religious activities.
He has undertaken various research works including an investigation into Inclusive Education Experiences on Satisfaction, Persistence and Academic Performance of Teacher-Trainees with Sensory Impairment: Moderating Role of Self-Efficacy; Effects of Social Inclusion of Children with Down’s syndrome on Peers without Disabilities in Cape Coast, Ghana. He he has co-authored and published five articles and a book.
